The City of Syracuse Department of Assessment has issued a Request for Proposals (RFP) to find a consultant for potential citywide property reassessment preparations. This project aims to evaluate the feasibility and operational needs for a revaluation, providing necessary information for the Mayor and Common Council to potentially authorize the full initiative.
The Common Council has allocated $1 million in the 2024-25 City budget to complete this planning process. The goal is to have the reassessment ready by March 31, 2028. The chosen consultant will gather and verify data on recent real estate sales and property attributes, laying the groundwork for reassessing approximately 41,448 parcels. If approved, a comprehensive reassessment would span parts of three fiscal years, aiming to create a fairer property tax system.
Reassessment ensures equity in property taxation by analyzing properties and adjusting assessments according to current market conditions. Recent trends show significant appreciation consistent with national patterns.
Interested companies must attend a mandatory pre-proposal conference via Microsoft Teams on December 11, 2024. Attendance is required for proposal submission; those absent will be disqualified. Representatives cannot represent more than one company.
Questions should be emailed to the Division of Purchase at purchase@syr.gov by December 20, 2024, or asked during the conference. Proposals are due by January 31, 2025, at 2:30 p.m., with late submissions not accepted.
