Mayor Walsh appoints Conor Muldoon as Syracuse Chief Operating Officer

Syracuse Mayor Ben Walsh has appointed Conor Muldoon as the new Chief Operating Officer for the City of Syracuse. Muldoon will oversee several city departments, including Public Works, Water, Parks, Recreation and Youth Services, and Engineering. This appointment places him on the Mayor's senior staff.

Muldoon's previous role was Deputy Chief Innovation and Data Officer in the Office of Analytics, Performance and Innovation. There, he led a team to develop innovative solutions for civic challenges and promoted data-driven decision-making across the administration.

"Conor’s innovative work with operations departments has set the foundation for him to move into this leadership role," stated Mayor Walsh. "I am confident that he is the right choice to take on this position."

As COO, Muldoon will continue efforts initiated in his previous role to expand geographic information systems (GIS) and work order management systems throughout the city. These tools aim to improve documentation, analysis, communication of fieldwork by employees, and enhance intra-department coordination.

Among his accomplishments are projects like creating a public snowplow map and overhauling sanitation and recycling operations. His initiatives have transformed municipal operations and improved services for constituents.

Before joining Syracuse's city administration, Muldoon worked as a Director at HR&A Advisors in New York City. His responsibilities included market studies, economic impact analyses, and financial modeling related to real estate development and urban policy projects nationwide.

Muldoon holds a bachelor's degree in history from the University of Chicago and a master’s degree in urban planning from New York University’s Wagner Graduate School of Public Service.
